Enter the bill the way you priced it. Sections, subtotals and item order should match the document the client already has, because the certificate they receive follows the same shape and they will recognise it without a covering explanation.
A partial bill still produces a correct certificate for the work you have entered. Put in the sections you are valuing this period and add the rest as the job goes on.
This matters when you are moving a job that is already running and you want to issue this month rather than next.
Enter them as normal lines at their full value. You value them as they are drawn down and adjust them in the final account against what the work actually cost.
When the client removes work, mark the line omitted rather than deleting it.
If the job has subcontractors, price their packages separately. Each subcontract carries its own value, its own retention rate and its own valuations.
The difference between what you certify up to the client and what you certify down to subcontractors is the cash position shown on the dashboard.
